For a discussion of re-export of Russian weapons through other countries to
Pakistan and the potential for Russian temptations to turn a blind eye, see Vadim
Kozyulin, 'Re-Export of Russian Conventional Arms May Intensify', Yaderny
Kontrol Digest 12 (Fall 1999). The saga of Ukraine's sale of 320 Russian-
developed T-80 UD tanks to Pakistan in 1996 and the ultimate benefit to Russia
despite its protestations is detailed. Apparently, Russia received a large slice of the
sale via inter-firm cooperation agreements and also an urgent large-scale order from
India for T-90 tanks to maintain its balance with Pakistan. Pakistan has a current
gap in new fourth-generation aircraft which MiG-29 or Su-27 could conceivably
meet.

Russian analysts have suggested that Russia learn this fine art of balancing given
the combination of its weakness, and its unwillingness to play a junior partner role.
