One question that should never be asked following a disaster or attack
is “Now what?” My grandfather always commented that there was little
point in locking the gate after the horses had all gotten out of the barn,
and emergency management is somewhat akin to this sentiment. Disas-
ter response, recovery, and continuity planning must be conducted well
before an event occurs. Even the best plans will at times prove inadequate,
and then well-established emergency communication strategies must
already be in place.
Recent major events have illustrated this requirement all too clearly.
Businesses in New Orleans found that there is no time to haphazardly
hand out flyers detailing emergency contact information when the flood
waters are already waist deep and rising. Offices in the Twin Towers could
