Case 2
Once a young driver has received his driver
s license, he will soon gain
a lot of experience about the changing speed of cars and the time
needed to anticipate those changes. This can lead to adjusting the dis-
tance to the car in front, an important safety margin.

4.2 THE DEVELOPMENT OF RISK UNDERSTANDING
When we examine the position of a newly recruited employee at the
plant, we can see that he lacks knowledge to really develop risk under-
standing. He lacks not only the factual knowledge but also the frame
of reference to absorb new information. He knows some pieces of the
puzzle, but not enough to understand whole processes and possible
dangers that are involved while going about his work at the plant.
Besides that, quality of his communication will also be lower, simply
because he cannot yet understand the impact of the messages. Risk
understanding grows year after year as a result of a deeper understand-
ing of the processes in the plant. The frame of reference becomes
mature after, for example, five to seven years, depending on the com-
plexity of work processes.
