During the 1990s peace process, the West Bank was divided into three areas: Area A (consisting of all the
towns except 20 percent of Hebron) was governed by the Palestinian Authority; Area B (consisting of the
villages) was governed by the PA, but Israel had control over security; and Area C (Jewish settlements and
