so as to deliver the overall objectives and benefits of the programme
within the timescale envisaged and agreed.
Quality, as a theme on the Balanced Scorecard, is one of several criti-
cal success factors used to define quality and possibly includes the
use of the industry-developed design quality indicators (DQIs), which
might be used to measure and demonstrate design excellence. Several
themes come under the broad heading of sustainable development,
including environmental sustainability to ensure that natural resources
are used as efficiently as possible, while setting particular environmen-
tal targets that are appropriate to the programme. Similarly, social sus-
tainability is included as a theme to ensure that both the programme
and the supply chain contribute to the social improvement or regenera-
tion of particular areas and perhaps leave a long-lasting legacy following
the conclusion of the Olympic Games. The purpose of economic sus-
tainability is to ensure that the programme contributes to creating a
