need to be identified, as it is those factors that form the basis of the
actual measures within the performance management regime. Again,
that can be achieved through a workshop environment, where each goal
is assessed to identify and understand the relevant and appropriate CSFs.
Figure 3.4 shows how these factors can be overlaid onto the strategic
goals for presentation purposes. CSFs may include providing clear direc-
tion and focus, cost-effective delivery of facilities, facilities meeting
requirements and improving customer satisfaction.
Performance measurement
A framework for measuring and managing performance depends on
defined criteria for success. Projects and programmes often establish
specific and bespoke project measures that reflect one unique project.
Unfortunately, these unique measures cannot be used to benchmark or
compare with other available data from unrelated projects to understand
