Introduction
The previous chapter discussed the monitoring and management of rela-
tions with the supply chains in a programme with the use of supply chain
maps and other tools. However, during procurement the capacity of tier
1 contractors to deliver is also subject to testing, as part of the due dili-
gence required by public-sector clients. This chapter describes how this
aspect of due diligence is modelled and this leads on to a discussion of
risk and exposure as it is applied to the critical supply chain elements at
tier 2 and tier 3, both during their procurement by the tier 1 contractors
and also during delivery. This monitoring of the supply chain as it is
assembled by the tier 1 contractors assists the firms involved in projects
and packages to understand their place in the programme and the impact
they may have on its relative success or failure. It also enables the pro-
gramme management team to work with the projects to avoid or mitigate
emerging supply chain risks across the programme.

reference documents for large construction programmes that highlight
