Concluding remarks
The PSE approach to vendor engagement and supplier relationship man-
agement during procurement allows both trust and infl uence to develop.
The supply side of a procurement want to know they are being listened
to. They want to know there is a person who can be contacted during
procurement to gain advice that will not jeopardise or break any rules of
engagement. Nevertheless, they often need advice that will assist them
in understanding what is required of them in a highly regulated procure-
ment environment governed by stringent legislation. The PSE model
promotes this through the programme supply chain function - a team
that can provide this open channel of communication while ensuring
compliance is maintained throughout.
Mapping the programme's emerging tier 1 supply chain in a simple
format that conveys the complexities of the programme's packaging and
contracting strategies informs the wider programme management team
of the 'big picture' and, most importantly, how that picture is evolving.
The fact that this big picture is constantly changing means that the tier
1 supply chain map also helps the wider programme team in understand-
ing procurement progress. It also gives vital information about the pro-
gramme in relation to the market in general and in particular the key
suppliers who are engaging in the programme. The project teams can
see how they fi t into the overall grand scheme of the programme, and
the map can also highlight the relative importance of potential impacts
and consequences of each package on the overall programme's future
success or failure.
