One-way supplier dialogue - Supplier guide
A supplier guide is a short and simple document written and published
by the programme to give suppliers an outline of various aspects of the
programme and its expected supply chain requirements. It is principally
aimed at the lower tiers of the supply chain, but can also be accessed
by the larger tier 1 contractors, although they may well already be famil-
iar with the basic content of the supplier guide. The guide is designed
to provide useful information to potential suppliers and contractors to
ensure that businesses of all sizes understand how emerging programme
opportunities would be advertised, competed for, evaluated and won.
The document itself may be published both in hard- and soft-copy
format and is intended to set out the following general points:
• a high-level general introduction and overview of the programme's
scope, scale and associated timeframes;
• the programme's overall vision, objectives and values and specifi cally
how they translate into a balanced scorecard for procurement and
delivery;
• the legal framework within which the programme operates and to
which it must adhere, including public contracts regulations;
• what and how the programme intends to purchase in terms of goods,
works and services;
• how opportunities further down the programme's supply chain are
expected to be procured and how those arrangements are to be made
accessible to lower-tier organisations;
• an outline of the programme's policies and procedures in general
terms, with information about where to obtain full copies of the
procedures;
• how interested suppliers can identify appropriate programme-related
opportunities, including how local business opportunities may be
accessed;
• details of the supplier registration process and how it is to be used
to communicate programme engagement and procurement activity;
and
• a glossary of key terms that may be specifi c to the programme, together
with links to support organisations and other useful addresses.
