referred to in point (b) of this Article
o. Adipose tissue from animals which did not show any
signs of disease communicable through that material
to humans or animals, which were slaughtered in a
slaughterhouse and which were considered fit for
slaughter for human consumption following an ante-
mortem inspection in accordance with Community
legislation
p. Catering waste other than as referred to in Article 8(f )
clean condition. These containers must be labelled
according to the category of by-product to be
transported as follows:
'Category 1 for disposal only'
'Category 2 not for animal consumption' (other than
manure and digestive tract contents)
'Category 2 for feeding to [specified species of animal]'
when a permitted derogation to feed to certain ani-
mals is used
'Category 3 not for human consumption'
'Manure' in the case of manure and digestive tract
content
Examples of Category 3
Whole carcases or parts of carcases which have passed
ante-mortem and post-mortem inspection, but for
commercial or other reasons are not intended for
human consumption, for example, unincised pig offal,
pig spleens, stomachs and pig feet, intestines from
mammals or ratites empty of digestive material (except
bovine/ovine/caprine SRM), poultry necks, poultry
intestines, testicles, pig rind and bones from a cutting
establishment
Parts of a carcase or offal that are not permitted by the
EU Food Hygiene Regulations to be used for human
consumption but which are nevertheless no risk to
human or animal health, for example, livers with fluke
lesions, milk spot lesions, muelerius lung lesions and
melanosis
Any carcase, part of a carcase or offal certified as
not being produced, stored or transported in accor-
dance with the EU Food Hygiene Regulations which
consequently cannot be sold for human consump-
tion, for example, meat stored or found over tem-
perature
Meat which falls on the floor which is not visibly
soiled to create a risk to human or animal health
Trimmed fat or waste carcase meat not intended for
human consumption
Meat rejected by the producer because it no longer
meets specification
Poultry offal harvested after delayed evisceration
Staining
Animal by-product must be stained in accordance with
animal by-product and SRM legislation. SRM must be
stained with Patent Blue V(E131, 1971 Colour Index No
42051) prepared to give a 0.5% weight/volume solution,
immediately after removal from the carcase and in such a
way as to avoids any risk of contamination of fresh meat.
Category 1 material, which does not contain SRM, and
Category 2 material, with the exception of blood, gut con-
tents and green offal, must be stained with Brilliant Black
BN (E151, Colour Index 197 No 28440). Stain is applied to
every surface of the material at a sufficient strength to pro-
vide a dark covering. The surface of pieces of material
weighing more than 25 kgs must be opened by multiple
deep incisions. Entire poultry carcases consigned as animal
by-products must be opened by multiple and deep inci-
sions, whether they have been de-feathered or eviscerated
or not. Animal by-products which are removed immedi-
ately through a sealed and leakproof pipe which connects
the meat processing establishment or animal by-products
establishment to an approved rendering or incineration
establishment need not be stained. Category 3 material
does not require staining, unless it is mixed with higher cat-
egory material.
Materials for technical uses
Intestines
Animal small intestines can be utilised for a variety of
non-food purposes such as surgical sutures, collagen
sheets (used for burn dressing burns), strings for musical
instruments and sports equipment, pet food, animal
feed, tallow or fertiliser.
Transport
Category 1 animal by-products pose the highest risk
to human and animal health and Category 3 the lowest.
If the categories of waste are mixed, the entire consign-
ment is considered as the higher of the categories
involved (Table 8.6).
Animal by-products must be collected and trans-
ported in suitable leakproof containers or vehicles.
The containers or vehicles used for transport must be
adequately covered and all must be maintained in a

Blood for inclusion as pet food, Category 3, must come
from pigs or poultry which have passed ante-mortem
inspection or ruminants that have passed both ante-
mortem and post-mortem inspection.
