Solutions to Key Issues for ST Construction in China
ST construction generally includes development main body, application and operation
of the main body, wherein the subject of the development and operation of the main
body mainly comprises the government or enterprise, application subject by tourists,
government, enterprises and residents in the construction purpose, involving a critical
problem is how to make clear the three body and the relationship between them, make
clear each interest role orientation and level.

ter of the capacity of tourism, ST attributes and ST application on three factors.

government or third party to provide, to the public management and service for the
purpose, is a non-profit, exclusive properties applications and services by exclusive
service providers, to profitability for the purpose; application refers to the operation of
the main body to provide a variety of application specific application functions, such
as the government palace emergency management, dynamic tourism information
services, the scenic spot tube of managers visitor flows management, and marketing,
for tourists destination guides, navigation, navigation, guide and emergency
assistance; ST construction 3A theory model as shown in fig. 2.
