worldwide (see Worldmapper Map 199 to know where). However, enrolment does not
guarantee attendance, or completion. Despite this, 88 per cent, over five out of six of children
and young adults aged 15-24, have at least minimal literacy. This is the first generation ever
to see a majority able to read and write. Their children may be the first generation ever to
see a majority that has access to information over the Internet - but only if it proliferates
as mobile phones have done (see Worldmapper Map 334). What will these billions whose
grandparents could not read make of their world?
5.2.7 Female youth unemployment
Only the most literate of youth are unemployed. Unemployment is mainly a luxury of
the youth that live in that same rich triad that was referred to earlier. Unemployment
rates are near zero where there are near zero unemployment benefits, where adults (and
children) scour rubbish tips and in our largest cities where thousands beg to live. Unem-
ployment is a mark of economic success worldwide - being able to pay folk not to have
to beg. Data on unemployment are collected by the Organization for Economic Coopera-
tion and Development for their member countries, which collect data because they provide
benefits. Nevertheless, it would be far better if no one was unemployed. Workers often
strike to try to prevent redundancies (Worldmapper Map 358). A universal citizens' wage
would eliminate unemployment. Here we show the world drawn with territories in pro-
portion to the 5 million youngest women and girls who are out of work and claiming
benefits.
Figure 5.9 Territory size shows the proportion of all young (aged 15 or 16-24) unemployed women
in territories that form the Organization for Economic Cooperation and Development that lives there
