In its annual report for 2013, the US Commission on International Religious
Freedoms, a bi-partisan advisory board appointed by the US president and congress, con-
cluded that the reforms in Myanmar had 'yet to significantly improve the situation for
freedom of religion and belief.'
A view widely held within Myanmar is that some of these religious conflicts have
been stoked, if not instigated, by the security forces with the aim of slowing down or
stalling the process of reform. According to country experts such as Sean Turnell, it's 'a
scenario that can hardly be ruled out.'
