(SCUBA) and externally supplied air sources are acceptable for
use in this procedure. Disinfection should not damage any equip-
ment or materials exposed to the water. Divers must be com-
pletely encapsulated in a dry-suit (dedicated for this purpose)
with the head enclosed by a helmet or dry-suit hood with full-face
mask. Diver communication capability must comply with appli-
cable regulations.
When inspecting the storage facility with divers or ROVs,
care should be taken to avoid disturbing sediment on the bottom
(floor) of the facility. Resuspended sediments may affect the
water quality by releasing bacteria and increasing turbidity.
Diving personnel or other persons involved in storage facility
underwater dive operations must comply with all applicable
safety requirements and regulations. Qualified divers should
provide documentation of direct tank inspection and cleaning
work experience. Acceptable qualifications include but are not
limited to the following:

￿ ANSI/ACDE 01 Commercial Diver Certification
￿ ADC Commercial Certification
All personnel entering the storage facility must have OSHA
Confined Space Certification (if required). Certificates must be
available on-site. These personnel must be free of communicable
disease (and not under a physician's care within seven days prior
to the dive). All dive and appropriate support personnel shall be
certified for CPR and first aid by the American Red Cross (or
equivalent agency). A comprehensive safety manual must be on-
site during the procedure. Certifications for all personnel
involved should be in the manual. Emergency extraction equip-
ment (or availability of properly trained and equipped rescue
squad) must be provided.
Equipment Disinfection
ANSI/AWWA Standard 652 requires the disinfection of all
equipment immediately prior to entering the storage facility.
Submerge, spray (Figure 6-1), or swab a 200 mg/L chlorine solu-
tion (Table 5-3) on all surfaces including diver covering (dry-suit,
