The least effective are indexes for attributes with a large number of members, because they
require large amounts of memory during building, and users rarely slice by such attributes
in a query.
The build indexes job has only one phase and never reevaluates the required amount of
memory. Therefore, the build-indexes job will not release memory to Memory Governor
until it fully completes.
