had been left to fester by the government, from the prime minister downwards. In partic-
ular, insufficient effort had been made to speed up delayed coal deliveries from the badly
run government-owned Coal India, which had caused power stations to cut output and even
shut down. Management of coal production had also been disrupted by a crisis over corrupt
mining licenses. Shinde could have used his political clout to demand more action on these
fronts.
