in Tanzania and the magnitude of diverse urban governance challenges facing
the urban authorities, which distracts attention away from adaptation and related
environmental issues in local governance and politics. The new dialogue on a city
climate-action plan with CLUVA researchers (Kombe et al. 2013) may serve to
promote a more coherent approach to climate risks and adaptation.
