in a specific development context depends partly on the characteristics of
the technology (see discussion of agriculture and water below) and partly on
management/political decisions.

data and methodology

The analysis in this chapter is based on data from the Technology Needs
Assessment (TNA) project, 1 2010-2013. The project has provided targeted
financial, technical and methodological support to assist countries from Africa,
Asia, Latin America, the Caribbean and Eastern Europe in conducting TNAs.
The project is a country-driven activity aimed at assisting developing countries
in identifying and prioritizing technology needs for mitigating and adapting to
climate change. Data on criteria for prioritizing technologies and the prioritized
technologies were collected from national reports submitted to the TNA
project 2010-2012. In all, 25 country reports were available for data collection:
participant countries and geographical distribution are shown in Table 6.1 .
During the project, countries have identified and prioritized adaptation
sectors and adaptation technologies within the prioritized sectors. In most cases,
countries have selected two sectors and three to four technologies per sector.

Classiication of criteria

The countries participating in the TNA project identified criteria that should
make it possible, in practice, to judge or measure how well a technology would
score on these criteria. In some cases, for example for technologies with an impact
on local planning issues, one approach to identifying criteria was to involve the
parties concerned in the stage of identifying potential criteria. Additionally,
relevant policies and other secondary information about relevant stakeholders
were examined to derive criteria that would reflect their concerns. In some cases,
