Figure 7.12 Overall the second derivative of change shows a collapse in the cen-
tre and rise to the edges - much more than just an increase in tactical voting. Gone
are the days of compromise politics at the local level. The country by 1989 was
clearly divided (for decades to come) between the smallest of places, those locali-
ties on the Labour-Conservative axis against those on the Conservative-Liberal
line.
