Figure 5.4 The term inactive is used by the census authorities to include those
who are retired, permanently sick, students and housewives. Increasing unem-
ployment causes more early retirement, less employment of the disabled who then
more often register sick, other measures used to keep the headline unemployment
figures down and, more now than then, more staying on in education.
