You cannot just open a file and jump in at random. You must honor the file structure.
First, open the header to determine some basic characteristics. There is likely to be an
index that provides random access to segments of the file. Not all file formats support this
but those that are designed for nonlinear modes of interaction do.
Streams will arrive in packets that are arranged serially in sequence. The packets
must be organized into a transport stream and then the contents must be de-interleaved
to obtain the individual elementary streams so that the program content is reconstructed.

Hints are instructions that are added to a movie in order to assist a streaming server with
the delivery of the video content across a streamed network connection. Because the hints
