At this point, encoders start to demonstrate performance differences because the
way that slices are defined might differ between one encoder and another. Optimal choices
such as selecting an area of the picture with many macroblocks that are similar will com-
press much better than an arbitrary slice structure with a fixed number of macroblocks in
every slice.
