was 49 % of the annual budget for all the corresponding municipality governments.
The national government supported the municipality governments through the
following measures. (1) The national government covered 85 % of road recovery
project costs. (2) Low-interest loans for resettlement site construction projects were
established, and the national government paid the interest of these loans.
Resettlement sites were located on acquired private lands along with municipal-
