2.9.2 Economic Impact
WRAP estimate that avoidable food waste represents on average d 480 per
UK household per year, equivalent to around 565 Euro 4 The actual cost of
waste treatment ranges from 17-37 Euro per tonne for landfill to 70-177 Euro
per tonne for incineration. The cost of invessel composting and anaerobic
digestion are typically higher than landfill but less than incineration. 8 The
costs illustrated here (see Figure 2.6) are calculated Net Present Values, at
2009, they exclude the cost of capital, the impact of incentives, subsidies and
taxes and are not therefore indicative of gate fees that would include these
items, and also reflect local conditions such as capacity, competition, and
haulage.
2.10 Policy Framework
The generation, storage, transportation, management and disposal of food
wastes are covered by various European and national policy instruments that
relate to environmental protection, climate change, and resource management.
These policies will impact the future quantities of food waste generated and
how they may be used.
The European Commission launched an initiative for a resource-ecient
Europe in 2011 under the Europe 2020 Strategy. 9 It aims to achieve
sustainable economic growth by establishing an agreed long-term vision for
resource eciency and ensuring all related policies support this vision. The
subsequent Roadmap to a Resource Ecient Europe provides a more detailed
framework by which the EU economy could meet the 2050 vision in which all
