Variable Default Description
.init true If true, initialize basis variables when state is initialized (else with weights).
noise type Where to add noise in the processing (if at all): NO NOISE (default) = no noise,
VM NOISE = add to v m (most commonly used), NETIN NOISE = add to net ,
ACT NOISE = add to activation act .
noise Distribution parameters for random added noise, default = GAUSSIAN, mean =
0, var = .001.

Schedule of noise variance over settling cycles, can be used to make an annealing
schedule (rarely needed), use same logic as lrate sched described in Leabra-
ConSpec.
