In 2004, Spier Leisure was going through a strategic shift, realigning the business
to a more proactive approach to sustainability and pro-poor impact. In terms of
the typology presented by Locke and Siteman (2003), Spier could be said to be
grappling with the challenge of moving from a philanthropic state to one of a
more encompassing approach to its responsibilities as a corporate citizen. In
practical terms, this has meant shifting from a range of ad-hoc donations and
small scale interventions towards the integration of both a pro-poor agenda and
proactive sustainable development interventions at strategic level within the
organization. It meant embedding sustainable development in policy and proce-
dure, then managing performance according to these policies.
Unlike many other companies, Spier chose not to take an opportunistic
approach to pro-poor procurement, by simply finding some local procurement
opportunities and getting going. It chose instead (in a process similar to that
outlined by Font and Cochrane (2005) for supply chain sustainability) to
measure current supply chain performance, set priorities and establish perform-
ance indicators. The process is depicted in Figure 6.1, in which the initial work to
set policy and gather information led to setting specific targets and plans, then to
implementation and ongoing adaptation.
