You want to dimension from the upper-left corner of the rectangle to the cen-
ter of the upper horizontal line and then to the upper-right corner. You'll select
the Dimension tool from the menu bar and use the default dimension settings:

Create a new layer called A-ANNO-DIMS, accept the White color, and
make A-ANNO-DIMS current.
