FATAL: could not receive data...
This problem is associated with database replication to a follower database when a network
problem or a SSL failed negotiation occurs. The following error is logged:
FATAL: could not receive data from WAL stream: SSL error:
sslv3 alert unexpected message
The solution to this problem is executed automatically by the Heroku architecture, so the
network problem or SSL is resolved. The primary database completes the synchronization
with the follower database.
