inequality is a natural condition and that it may be quite healthy in promoting a
dynamic process of growth. This possibility will be examined again at various
points. As for policies, the level of agreement is quite high. There seems to have
been a dominance by technical or professional views as to the kinds of policies
possible, rather than political views, so that left and right wings have employed
many of the same policies over the years. At present, regional policies that support
innovation and the generation of small firms are welcomed by both sides. Policies
on both sides in the 1950-80 period emphasized manufacturing industry, in a
blanket acceptance of any kind of industry. Since then, much more emphasis has
been placed on the tertiary and quaternary sectors as the central dynamos of
development in many of the advanced countries.
