initiatives are also difficult within these countries. This makes the current calls
for sustainable development, endogenous development, or Development from
Below, little more than idealism for these poor countries (Taylor & Mackenzie
1992). Local initiatives must wait until a more favourable political atmosphere
has allowed civil society to advance within these countries.
