democracies. It is also to be noted that most of the LDCS have only a limited
kind of democracy, often with single-party rule, so that regional and local
initiatives are also difficult within these countries. This makes the current calls
for sustainable development, endogenous development, or Development from
Below, little more than idealism for these poor countries (Taylor & Mackenzie
1992). Local initiatives must wait until a more favourable political atmosphere
has allowed civil society to advance within these countries.
