SAREP was the logical institutional location for BIFS within UC
because the same small growers—and organizations supporting them—
had advocated for its creation in the first place. Its mission statement
describes SAREP as “a statewide program providing leadership and sup-
port for scientific research and education that promotes agricultural and
food systems that are economically viable, sustain natural resources and
biodiversity, and enhance the quality of life in the state's diverse commu-
nities.” SAREP's project is to put science into action. While operating
firmly in the scientific tradition and methodology, SAREP has an inher-
ently tense relationship with other UC agricultural science institutions
