insecticide and herbicide use among BIFS growers confirms the findings of oth-
ers that weather has had the greatest impact (Zhang et al. 2004).
10. Ohmart's (1998) data provides the baseline, and Dlott (2004) describes the
changes as a result of 5 subsequent years of commission efforts. They used vir-
tually identical survey questions. All data is reported by growers and subject to
their bias. The data in table 7.1 is in response to the question “As a result of the
commission's efforts I. . . .” Monitoring more frequently went from 66 percent
(1998) to 78 percent (2003). Monitoring more systematically jumped from 49
percent to 70 percent. Increased monitoring of beneficial insects stayed roughly
the same. The growers were asked “Do you spend more time monitoring per trip
to vineyard?” The number reporting spending more time monitoring increased
from 55 percent to 63 percent. In 1998, Ohmart received 288 of 608 surveys
mailed (a 47 percent response rate). In 1993, Dlott received 307 of 712 (a 43 per-
cent response rate).

14. To help rationalize pesticide regulatory decision making, the USDA created
a program to help growers and their organization formalize crop-specific knowl-
edge about pests. All of California's perennial-crop commodity organizations
with partnerships have developed “Pest Management Strategic Plans.”

1. On endocrine disruptors, see Colborn, Dumanoski, and Meyers 1996. This
case study is based on interviews with Deana Sexson, Sarah Lynch, Carolyn
Brickey, and Jeff Dlott, and supplemented with data from Gordon 2002 and
Lynch et al. 2000.
2. On the IPM continuum and bioIPM, see Benbrook 1996.
