are often very car dependent. They are sometimes built with very good accessibility to the strategic
road network - these developments have virtually 100 per cent car mode share.
Plate 1.29 Harlow, UK. In addition, retail and employment centres are often built in out-of-town locations,
and with a design, that can only be accessed by the car. These types of developments are virtually
impossible to serve by public transport and are difficult to cycle or walk to. They are very difficult
to retrofit for sustainable mobility options - the only realistic option is via low-emission vehicles.
