Ecological driving and slower speeds also have the benefit of CO2 reduction. Lower speeds
need to be combined with awareness programmes and the use of better driving techniques to
reduce fuel use. The comprehensive implementation of all these measures will mean that,
under Scenario 4 ('good intentions'), Jinan will come close to achieving the absolute targets
set for reducing carbon in transport. The more detailed modelling work required to give
accurate estimates of the scale of change needed for each of the measures has not been
undertaken, nor has the sensitivity analysis that would be required to determine the linkages
between changes in carbon intensity and GDP output. But the measures have been discussed
with the local policy-makers and academics in China to determine the feasibility of the policy
interventions in achieving carbon emissions reductions, hence there is a level of robustness
built in to the future strategy.
