transport investments. Major efforts are made to develop the polycentric structure of Delhi,
including strengthening the central area around Connaught Place with a much greater level
of employment and retail development. All major urban centres could be connected by Metro
and/or BRT. Figure 5.28 gives an indication of a potential future integrated transport and
urban planning strategy to 2030. The city is of such a size (a projected 26 million population
by 2030) that polycentric concentration, served by Metro, BRT, walking and cycling, is the
only real choice for shaping development and travel in the city. Private vehicular travel will,
of course, still be required in some cases, but this is only in low-emission vehicles. Again,
there are difficulties in implementing such a strategy - the higher densities around public
transport nodes seem difficult to deliver in Delhi, which is a relatively low density city. New
development is planned in the west of the city, but as yet there is no effective shaping of the
development around the public transport network to make the most of the transport networks.
This should be possible in areas of new development, easier than retrofitting existing
development, and including large, new employment centres and a series of supporting, smaller
urban centres. Local neighbourhood design similarly needs to be much enhanced, favouring
walking and cycling and local trip patterns. The green belt surrounding Delhi can be much
enhanced, perhaps designed similar to the Copenhagen 'finger plan', with new development
being shaped alongside the public transport connections.
