The GLA and TfL have produced a series of strategic policy documents over recent years,
including Transport 2025 (T2025) (Transport for London, 2006), a 20-year strategy for
investment; and also a succession of transport strategies, with the current version being the
Mayor's Transport Strategy (Transport for London, 2010). The transport strategy sits alongside
the spatial development plan, published as the London Plan (Greater London Authority, 2011)
and there is also a Climate Change Action Plan (CCAP) (Greater London Authority, 2007).
So perhaps there is a proliferation of policy documents, often overlapping in coverage of
issues, but this means that the strategic direction for policy is well established, well debated
and can be updated over time.
