are recorded locally in a database separate from the official replicated copy
of the central store. The new and changed data is transferred to a central
data store where the additions and changes are authenticated. The authen-
ticated data are transmitted to all the users who requested it. This strategy
reduces bottlenecks, but is the most complex technically. Central authen-
tication is illustrated in Exhibit 8.
This strategy is used primarily to implement con-
solidation standards for reporting and informational processing purposes
(see Exhibit 9). Although it is a necessary step for data warehousing initia-
tives, it does not solve data quality problems in the operational systems.
Consolidated Reference.
Consolidated reference is a valid short-term strategy for organizations
with urgent data warehousing project commitments and limited resources.
A long-term solution to operational data problems, however, would be to
implement the central foundation data store, which is the official source for
the foundation data. Consolidated reference can be viewed as an interme-
diate step to implementing the foundation data store.
FDS IMPLEMENTATION FACTORS
An organization must choose the most appropriate implementation
strategy based on its own context and situation. Although various factors
influence FDS implementation in an organization, the solution depends on
the organizational structure, number of database platforms, number of
physical databases, number of geographic locations, and volume of data.
