Many regard poverty reduction as the principal focus of development
practice in the twenty-first century.
Poverty may be defined in simple terms as a lack of income and the
consequent lack of goods and services that can be obtained.
It is generally agreed, however, that it is more fitting that poverty
should be defined in multidimensional terms. This is because pov-
erty involves non-economic factors, including health, education,
housing, social conditions, quality of life, environment quality and
wider freedoms.
