5. THE MPEG STANDARDS
Now that we have outlined our technologies, we present the language
of content-based video processing, the standards of Motion Picture Ex-
perts' Group (MPEG) [Chiariglione, 1997] that support the media-based
goals of content-based video processing.
In 1988, the MPEG committee was established to promote a standard-
ization of video data. The MPEG committee neither builds systems nor
writes code, but proposes universal standards for expressing video con-
tent (See Figure 1.5). By limiting the scope of MPEG to syntactic level,
