the design phase of the project, there were numerous occasions where the owner
requested certain design elements, but the proposal was based on other elements.
All parties worked to try to accommodate requests and recognized when the project
budget could not support certain desires.
Success Outcomes
The City used trusted resources that were readily available to successfully design
and build a WRF to meet the needs of developers and allow growth to continue in
the City. All parties worked together as a collaborative team to meet the restrictive
budget and schedule. They shared in the goal to provide the City with a state-of-the-
art treatment facility that consistently meets the water quality standards for recharge.
The designer and CMAR worked as an integrated team, although they still held
separate contracts with the City for the project. Timely and effective issue resolution
was key to keeping the project from overspending the 1 percent contingency that was
carried on the project.
