milestones. The Castle Oaks 7 facility was phased later to allow the team to meet the
Woodlands 1 milestone.
The team was empowered to solve issues at the most detailed level possible.
For example, field surveys revealed that alignment of existing pipelines encroached
on the available right of way available to install new lines. The team met in the field
with property owners and Town engineering personnel to develop a solution that
addressed the concerns of each participant. What could typically take months to
resolve was addressed and formalized in days, allowing the project to move forward
without impact. The DB collaborative approach is what made meeting this and other
challenges possible and, ultimately, made possible delivering the project ahead of
schedule and under budget.
Success Outcomes
The DB team was able to deliver this project within the accelerated schedule;
Town equipment preferences for pumps, motors, transformers and VFDs were
incorporated into the design and placed into service; all quality expectations
were met; safety was exemplary (i.e., zero recordable incidents, zero lost time);
and 100 percent of the unused project contingency was refunded to the Town of
Castle Rock as savings.
Using the DB delivery method allowed the Accelerated Wells Installation proj-
ect to be completed on time and under budget; therefore, the Town of Castle Rock's
water customers did not experience a reduction in service and quality of their water
supply.
