Why the Owner Chose Design-Build
The City chose the DB procurement method because of the opportunity to get the
best value for a limited and fixed budget. The method facilitated innovation through-
out the proposal process and in both design and construction. Collaboration among
all parties involved (i.e., a true team effort) ensured a successful outcome.
Lessons Learned
Lessons learned during this project include the importance of selecting a design-
builder whose individual firms work well together and allowing the flexibility to
let all team members contribute to the success of the project. The progressive DB
approach provided a working environment that kept project goals as everyone's first
priority, which benefited all parties. In addition, the project team kept within budget
through value engineering during the design process, establishing appropriate risk
sharing, and using a comprehensive system for controlling scope and cost during
design.
Success Outcomes
This project was completed ahead of schedule and under budget. The facilities met
all permit requirements and the City's needs. The progressive DB process allowed
changes to be addressed quickly and effectively (i.e., a change in the forebay Class
III to Class I, decreasing the size of the disinfection contact basin, and using the fin-
ished waterline from the WTP for contact time as a cost-savings approach).
