Owner Management of
Design-Build Project
Execution

INTRODUCTION
There is a long and established history of DBB (i.e., traditional) delivery of water and
wastewater projects, and as a result, the industry fully understands the proven DBB
approach for bidding, contracting, and dispute management. This is not the case for the
DB delivery model because it is not nearly as common as traditional DBB delivery, and
there are a number of obvious, as well as subtle, differences that can significantly impact
contracting and execution outcomes.
These differences between the execution (i.e., the work performed after the notice to
proceed is issued) of traditional and DB projects will cause owners to modify and adjust
their normal procedures for a DB project. Potential modifications and recommended
practices are outlined in this chapter to help owners organize and manage their proce-
dures for efficient and successful DB project execution.
PREPARING FOR DESIGN-BUILD EXECUTION
Initial preparation is critical to the success of any project. If DB is a new process to an
owner, it is important that the organization prepare for a new way of doing business and
carefully consider how DB will impact their normal processes and procedures. Owners
need to evaluate how this impacts not only internal management and staff but also out-
side stakeholders and industry professionals who have an interest, or concern, with the
approach.
