This was an effective procurement approach that was well suited to meeting INAW's
budget, schedule, and quality requirements.
In November 2007, INAW selected Bowen/HNTB for the two West Lafayette
facilities, and this selection directly impacted the selection for the LRWTF project.
Immediately after the award of the two West Lafayette projects, the Bowen/HNTB
team approached INAW to discuss an opportunity to save time and cost. The team
proposed that the LRWTF, being quite similar in design to the West Lafayette facili-
ties, be delivered simultaneously with the West Lafayette facilities and sole-sourced
to the Bowen/HNTB team. Schedule reductions would occur for three primary
reasons:
• The additional RFQ/RFP process would be eliminated, saving two to three
months.
• Design phase would be reduced, saving about two additional months.
• Construction schedule would be reduced about one month, with efficien-
cies obtained from experience on the West Lafayette projects.
Significant cost savings would be realized by: (1) better pricing by combin-
ing equipment procurement and subcontractor packages; (2) utilizing construction
means and methods from lessons learned, common equipment, and similar detail-
ing; and (3) design fees and construction supervision fees would be reduced.
These preliminary discussions indicated that at least five months in time savings
and significant cost savings were available to INAW by selecting Bowen/HNTB to
deliver the LRWTF.
Before awarding the contract, INAW evaluated Bowen/HNTB's available
design and construction resources to make sure they could deliver a third facility by
the critical in-service dates. Because the proposed project closely aligned in design
concept and schedule with the West Lafayette project, INAW began negotiations of
the LRWTF with Bowen/HNTB.
The RFP package for the LRWTF was provided to Bowen/HNTB on Nov. 9,
2007. Their proposal, which identified the improved schedule and cost savings,
was received Dec. 7, 2007. After a thorough review by INAW, the contract for the
LRWTF was awarded to the Bowen/HNTB team on Jan. 11, 2008.
Design Process: The design process followed the INAW DB model, which
included reviews at 30 percent, 60 percent, and 90 percent milestones, which were
held on Mar. 19, May 22, and July 16, 2008, respectively. The 30 percent design
review included the review of the design memorandum. The 60 percent design
review drawings were of sufficient detail for the construction permit application
to the Indiana Department of Environmental Management (IDEM). The 60 per-
cent design review included the review of the pilot testing and target cost prepared
shortly thereafter. The 90 percent review confirmed the final details of the proj-
ect. The review meetings were vital to the continual value engineering process that
occurred on this project. Each team member provided valuable input throughout the
course of the project, with new and better ways to build the facility being frequently
suggested and implemented.
Contract Approach: There was significant collaboration on the LRWTF project
by the single contract relationship between INAW and the design-builder. INAW
