be used to make sure that pertinent issues and tasks have been addressed.
During a presentation at the Florida Region DBIA Conference, Flick and Giachino
(2009) pointed out the importance of published evaluation criteria in solicitation docu-
ments, assigning relative importance to each criteria, and consistently applying them. This
is because the procurement process is the beginning of what is meant to be a long term,
mutually beneficial partnership.
Issues or Tasks to Address
• Review and understand local and state DB guidelines and regulations.
• If needed, include a statement that disqualifies firms that have provided services
on certain elements of the project because that may provide them with an unfair
advantage over other teams or cause conflicts amongst the larger project teams.
• Thoroughly review qualification submittals. Consider having the selection com-
mittee members individually score submittals, and then meet to compare and
gain consensus.
• Notify proposing DB teams that fail to meet the prequalification requirements.
• Establish a multidisciplined review committee comprised of a diverse group of
qualified individuals.
• Consult legal counsel for review of selection-method criteria and qualification
submittals.
• Ensure that all proposers are informed of the selection criteria according to statu-
tory and local procurement guidelines and are notified of all addenda and other
procurement process changes.
• Provide a responsive and responsible owner contact person.
• Hold a preproposal conference to answer questions and provide clarification.
• Ensure objectivity and accuracy while compiling proposer scores.
• Confirm that the legal entity that will sign the contract for construction is a part
of the proposing entity and holds a general contractor's license in conformance
with the prevailing contractor license law.
• Recognize that any reimbursement for the preparation of SOQs, particularly
when using the QBS process, needs to be addressed in the RFQ. Ensure that
funds are made available. Federal funds may be used to reimburse short-listed
DB teams for their effort in the preparation of the technical proposal. If the job is
relatively small and not complex, a stipend should not be offered.
• Create a partnering environment in the RFQ and project structure between the
owner and the DB teams.
• Once negotiations are complete, issue a public notification announcing the award,
the name of the successful design-builder, and the negotiated price.
• Issue a written decision supporting the contract award, stating in detail the basis
for the award.
