The type of information that is routinely contained in an RFQ for a DB water and
wastewater project includes:
• A project description and owner objectives, including the mission statement and
CSFs
• A summary of the procurement process and schedule
• The form and content of the SOQ submittal requirements
• The submittal evaluation criteria and review process
• Any supporting documentation and reference materials
• The required forms, certifications, affidavits, and related procurement
documentation
Evaluation of SOQ Submittals and Short Llist
Each owner determines its own unique submittal requirements and evaluation criteria
based on the specific details of the project, the planning work and baseline studies, the cho-
sen delivery strategy, and local preferences, policies, and protocols. The types of informa-
tion routinely requested from offerers to confirm and document their capabilities include:
• Demonstrated understanding of key project issues, project-specific client needs,
and local considerations.
• The offerer's specific experience and history of performance on DB projects of
similar size, concept, and complexity to the owner's advertised project.
• Availability and commitment of qualified personnel with specific, related experi-
ence to perform the required work. Offerers describe the experience, expertise,
and education of the firm's key employees to be assigned to the project. Owners
may wish to require that the offerer's project team that is identified in the SOQ
be committed to perform the work on the project. There is a very high correlation
between project success and the level of expertise and experience of the design-
builder's project team; thus, obtaining the offerer's commitment for project staff
is recommended.
• The firm's general project management approach to DB contracting, including
planning, organizing, directing, and controlling project efforts; communications
procedures; design review processes; design and construction quality control
methods; acceptance testing and commissioning protocols; approach to problem
solving; and project controls standards including scheduling systems and finan-
cial reporting.
• Commercial considerations, including financial standing and confirmation of
adequate insurance coverage and bonding capacity.
• Safety record and documentation of successful health and safety programs, pro-
cedures, and protocols.
To conduct a fair and open procurement, the scoring and selection criteria must be
described in the RFQ. Evaluation and ranking of the SOQ submittals is facilitated by
means of identifying specific review criteria and weighting metrics. Options for scoring
