contract's scope of work. These work sessions cover schedule, risk, and cost issues. Dur-
ing the work sessions, staff identifies the ultimate goals, outcomes, and key policies for
completion of the project. Typical considerations covered in delivery strategy definition
workshops are shown in Table 8-2.
Usually, there are several project-specific issues that require alternatives and risk
analyses during project delivery strategy development. These are most often related to risk
allocation, technical quality and performance, level of detail in solicitation documents,
procurement approach, and industry standards for decisions. Addressing or resolving key
project issues guides the form and content of the DB procurement documents. Failure
to resolve key project issues before development of the DB project procurement doc-
uments for a project can result in some form of project failure. These failures can be
schedule delays, cost increases, worker injury, or unacceptable facility performance after
commissioning.
Other project issues that may require evaluation during project delivery strategy
development include:
• Key technical issues—defining project form and function
• Regulatory setting and key compliance criteria
• Financial and schedule constraints
• Institutional considerations
• Project risk concerns
• Current market conditions affecting project development
• External stakeholder requirements
After key decisions are made about the general project approach, planned scope of
work, and project delivery options, including risk management, the owner has the founda-
tion for completion of the planned DB project.
