INTRODUCTION
Planning and defining the DB procurement process for a water and wastewater project set
the framework for the project and serve as a guide to all subsequent decisions and actions.
This chapter describes processes that are typically used to plan and implement the pro-
curement of DB delivery services for water and wastewater projects.
The typical sequence of activities for procurement of a design-builder is shown in
Figure 8-1. Usually, there are three phases: (1) project plan development; (2) procurement;
and, (3) project development. This chapter discusses the tasks in the first two phases. Proj-
ect development, or implementation, is discussed in chapters 18 through 23.
