Success Outcomes
The DBO approach to this project is expected to save the City and County an esti-
mated $88.8 million in life-cycle costs. These savings consist of $36.4 million in sav-
ings for construction costs and $52.4 million of NPV operational costs compared
with a traditional DBB approach. The multistep procurement process assisted with
the aggressive schedule necessary to achieve the requirements of the JPA while bal-
ancing contractual risks between the parties. Project transparency was very impor-
tant to all governmental agencies in this approach, and public advertisements of each
step occurred throughout the procurement process. Overall, the DBO approach
brought the experts in the RO field together with designers, builders, and operators,
all working toward achieving the stated goals of the project.
