4.4 DATA CONTROL CONSIDERATIONS
As. noted. above,. the. ownership. of. the. data. is. only. part. of.
what. you. need. to. consider.. The. other. important. consider-
ation.is.who.and.how.the.data.are.controlled.
In.the.data.map.example.in.the.previous.section,.both.a.
manager.and.an.administrator.are.listed.as.contacts..This.is.
important.because.in.order.to.access.and.acquire.the.impor-
tant.or.relevant.data.you.will.probably.have.to.enlist.the.assis-
tance. of. the. person. with. actual. access. to. the. data.. To. do.
so,. you. may. need. to. go. through. several. layers. of. authority.

In.a.government,.military,.or.paramilitary.(police).organi-
zation,.there.are.likely.to.be.relatively.formal.lines.of.authority.
to.which.you.will.need.to.make.your.case.should.you.need.
access.to.their.data..If.you.are.working.within.your.own.orga-
nization.it.is.important.to.understand.those.lines.of.authority.
and.procedures.up.front.in.order.to.expedite.your.acquisition.
of.data.as.needed.
